How do you reduce manual administrative work without hiring more staff?

The short answer

  • The labor market cooled but is not loose: CBS counted 95 vacancies per 100 unemployed in Q2 2026, versus 142 at the 2022 peak (30-07-2026).
  • Employers with 2 to 19 people called 46 percent of autumn 2025 vacancies hard to fill, versus 35 percent at 100 or more (UWV, February 2026).
  • A €3.200 gross salary costs about €4.160 monthly or €49.920 yearly using KVK’s 30 percent employer-cost rule (18-04-2024).
  • Better methods need no license. Power Automate Premium costs €13 per user monthly, SnelStart inBalans €39,50 monthly (September 30, 2026 prices).
  • Outsourcing costs €60 to €75 per purchased hour in bundles of 10 to 40 monthly hours, with at least three-month terms.

  • Freed time becomes money when overtime or contractors decline, hiring is postponed, or more work gets completed.

How tight is the Dutch administrative labor market in 2026?

Less tight than 2022, but suitable staff remain hard for small businesses to find. CBS reports 375.000 vacancies and 95 per 100 unemployed in Q2 2026 (30-07-2026). The Q2 2022 peak was 142; a year earlier, 101. Tightness fell by a third since the peak. Recently the ratio rose from 91 to 95 as unemployment fell faster than vacancies.

UWV counts around 70.000 administrative vacancies in Q4 2025, down about 10 percent annually (administrative occupations). This broad group includes controllers and advisers. It says, translated: “Since 2022, jobs for bookkeeping employees have also declined.” Software partly explains shrinking entry work.

UWV surveyed 3.551 employers, actually establishments. An average 45 percent of vacancies were hard to fill, versus 53 percent in 2023/2024 (February 2026, pp. 1-4). Rates were 46 percent at 2 to 19 people, 40 at 20 to 99, and 35 at 100 or more. A roughly twenty-person company lies between the smallest groups.

Use market figures as context. Region, qualifications, and salary determine recruiting success. What happens to the work determines whether you need the person.

What does an extra administrative employee really cost?

KVK says, translated, “allow approximately 30% extra costs” over gross salary (18-04-2024). An assumed €3.200 monthly salary becomes €4.160 monthly, €49.920 annually. Recruiting, onboarding, laptop, and pension or collective-agreement differences add more.

CBS reports an average 2025 worked-hour cost of €47,60: €36,80 wages, €10,80 employer contributions. Business services averaged €51,70 (labor market 2025). All-job averages generally place administrators below and specialists above.

Hourly labor costs rose 5,9 percent in 2025 and 43 percent over 2015-2025, equivalent to 3,6 percent annually. Remaining manual hours become more expensive. Do not indefinitely extrapolate the last high year; this is a series rather than a wage forecast.

Employees provide calling, judgment, sickness cover, and varied work software cannot replicate. Ask which parts of existing employees’ days need no human. See hiring or AI.

Which work can you eliminate without buying anything?

The cheapest hour is one no longer needed. Bad handoffs create duplicate entry, chasing missing data, and unread reports. “Standardize before you digitize” (Grizzlyware, 04-01-2026).

AWVN and TNO describe three connected routes: technology, organization, and employees (08-06-2026). Buying software without changing methods covers only one.

  • Complete input at its source. Mandatory project numbers prevent later searches. AI can search too, but costs more.
  • End duplicate registration. Enter each datum once. AFAS, Dutch business software, calls this, translated, “One-time entry” (AFAS). An agreement about the authoritative system often suffices without new ERP.
  • Remove reports with no reader. Ask who uses each recurring overview and how.
  • Batch work. KVK advises, translated, “Schedule a fixed administration session” (19-08-2026). Five daily interruptions cost more than one block.

What can existing accounting software already do at no extra cost?

Often more than is used. Moneybird, Dutch online accounting software, includes receipt recognition and Peppol invoices without a surcharge; add-ons and certain transactions cost extra (01-07-2026). SnelStart, Dutch accounting software, charges €22 monthly for inKaart, €39,50 for inBalans including subscription invoices and extended receivables management (30-09-2026). Upgrading costs €17,50 monthly.

Packages stop at their own process. They handle receipts and invoices but not customers’ change emails, project-file searches, or calls about missing hours. A roughly ten-person entrepreneur describes Excel invoices, duplicate work, and missed billing when projects were not passed on (r/werkzaken, around 2024). That is a handoff problem.

When does each route fit?

Choose by work type:

  • Eliminate/standardize: incomplete input or duplicates. Almost always first.
  • Package feature: receipts, invoices, bank entries, reminders within accounting.
  • Fixed workflow: consistently formatted forms or weekly files. Changing format breaks flows. See AI or traditional software.
  • Outsource: peaks, backlogs, judgment without company-specific knowledge. Recurring input errors remain, with someone paid weekly to fix them.
  • AI agent: unstructured email, photos, PDFs, messages entering your systems, with human judgment. See photo/Excel weekly timesheets.

How much time does automation really save?

Less than many vendors promise, varying by employee. A field study of 5.172 support workers found 15 percent more questions hourly. Less experienced workers benefited most; experienced workers had small speed gains and small quality declines (Brynjolfsson, Li, Raymond, 06-11-2024). Fifteen percent more throughput means 13 percent less time per question.

Humlum and Vestergaard linked surveys of about 25.000 Danish workers at 7.000 workplaces to wage/hour records. They found no significant income or worked-hour effect, “ruling out effects larger than 2% two years after” (22-09-2025, pp. 1-3). Typical users reported 2,8 percent savings; about 12 percent with employer initiatives acquired new tasks.

These study older chatbots rather than 2026 system-operating agents, so they prove no ceiling. Casual assistance barely changes weeks. Reorganized work must redirect freed minutes.

Claims of 30 to 50 percent repetitive work or 20 weekly hours on reviewed pages lack populations or methods. Treat them as promises.

How do you calculate payback?

Count net human time per correctly finished case across reading, searches, entry, review, exceptions, recovery, and management. Drafts or saved clicks are not finished work.

Hours before = cases × minutes per case / 60
Hours after  = cases × (review + exception share × extra minutes) / 60 + management
Net freed    = Hours before - Hours after
Value        = Net freed × hourly value
Balance      = Value - monthly price

Assumed example, not vendor/Bombos measurements: 600 monthly cases, 5 minutes each; afterward 1,2 minutes review, 6 extra minutes per exception, 4 management hours monthly, €35 hourly, €1.000 monthly. €49.920 / 1.440 productive hours = €34,67, close to €35.

The middle is negative. Six hundred five-minute cases are too small for €1.000 monthly on hours alone. Each saves (5 - 1,2 - 0,12 × 6) / 60 = 0,0513 hours. You need 1.000 / 35 + 4 = 32,6 hours, at least 635 monthly cases. Longer cases, higher staff costs, or fewer exceptions lower the threshold.

Why is saved time not yet saved money?

Salaries continue. Value requires less paid overtime, contractors, postponed hiring, or demonstrably more output. Do not count salary savings and the same freed hours twice.

Postponed hiring is not permanent. A sustained 20 percent time reduction allows 1 / 0,80 = 1,25 times the work, 25 percent more. At 10 percent annual volume growth, capacity runs out after ln(1,25) / ln(1,10) = 2,3 years. Automation buys time before hiring.

Faster quotes can generate more orders requiring execution, planning, and contact. Local gains may increase total staffing demand. Measure the full chain.

Baseline two normal weeks plus a month-end: everyone’s minutes per case, first-review correctness, oldest open task, overtime. Repeat after learning and at a peak.

Our position: measure the hours of the person holding up the work

The decisive measure is capacity freed at the bottleneck person rather than company-wide time. Ten people saving an hour weekly do not free ten hours for one planner or controller. Location, authority, expertise, and timing constrain transfer.

The 5.172-worker study finds 15 percent task gains; Danish evidence under 2 percent paid-hour effects; AWVN/TNO require organization alongside technology. Together, gains depend on where freed time lands. One or two people usually concentrate work: administrators waiting for hours before invoicing, planners waiting for information.

Ask who work waits for, rather than where most time goes. Small specialist gains can remove growth limits while broad savings leave invoices waiting for the same approver.

This fails if all work is alike and everyone can do it anytime. Then total time is meaningful. Most businesses of this size differ.

Where is this heading?

Hourly labor costs rise an average 3,6 percent annually. Tightness eases but remains greatest for small businesses. Packages handle more internally, including Moneybird recognition/Peppol. Our expectation: by late September 2027, complete input, fixed methods, and cross-system automation together create more net administrative capacity at Dutch SMEs than separate assistants for the same workers. Packages already handle internal steps; individual assistants barely change weeks in the best research. Handoffs remain.

It fails for few-handoff chains, mostly writing work, maintenance-heavy connections, or package vendors taking over the whole route. Then assistants or settings cost less. Test identical task mixes at two comparable closing periods, measuring minutes per correct case.

Bombos expects to prepare more recurring cross-system work while teams teach further tasks. This is measurable expectation rather than a numerical promise.

What can this not yet do?

  • No route creates specialists. Faster administration cannot solve a technician, planner, or adviser bottleneck.
  • Review takes scheduled time. Our example needs 12 monthly hours, more than some small streams save.
  • Remaining work is harder. Removing simple cases leaves exceptions. Spread review to avoid a new bottleneck.
  • Connections create dependencies. Illness of the only rule expert restores handwork. Make rules transferable.
  • No independent Dutch study proves a fixed net gain for administrative AI at this scale.
  • Systems cannot find unwritten knowledge. Bombos interviews and records answers first.
  • Below break-even, €1.000 monthly cannot repay through hours alone. Elimination, package features, or occasional outsourcing fit better.
